The Representation of the United Nations High Commissioner for Refugees UNHCR in Algeria was accredited on 27 September 1984 under the Accord de Siege concluded between the Office of the United Nations High Commissioner for Refugees and the People's Democratic Republic of Algeria desiring to continue and strengthen their long-standing cooperation in the field of protection and assistance to refugees in Algeria.
UNHCR operation in Algeria operates through its two offices serving two different caseloads; BO Algiers deals with the Representation and the urban refugees and asylum seekers mainly Syrians, while the Sub-Office in Tindouf deals with camps situation providing protection and assistance to vulnerable Saharawi refugees living in Tindouf area. The above Local-Support position is part of the Refugee program of SO-Tindouf.
In Tindouf, Sahrawis have been recognized as refugees by Algeria on a prima facie basis within the framework of the 1969 African Union Convention, UNHCR continues to provide protection and assistance to Sahrawi refugees, who have been living in a protracted displacement situation in five camps near Tindouf for 43 years. UNHCR’s Sub-Office in Tindouf provides protection and assistance to Saharawi refugees living in five camps in a remote location in the southwest of the country, near Algeria’s borders with Western Sahara, Mauritania and Morocco. The people UNHCR serves in Tindouf are the organization’s longest standing refugee population. For nearly 50 years the Saharawi refugees have contended with the remote, desert landscape with frequent sandstorms and floods. These environmental difficulties have been exacerbated by water challenges, limited education and livelihoods opportunities, the COVID pandemic and, most recently, food and energy inflation, with no improvement in the prospect of durable solutions. UNHCR’s multi-year strategy 2025-2027 which is complemented by a Refugee Response Plan set out in a single document the work of all partners in all areas. Owing to the protracted nature of the situation and the hyper political sensitivity concerning the Saharawi refugee population, it has been difficult for UNHCR to attract and sustain attention to the operation and sufficient resources for it.
The Programme Associate position, with responsibilities extending across the entire Algeria operation, is essential to address the unique needs of the growing urban refugee population, which requires specialized protection and assistance services distinct from those in the Tindouf camps. This position will enhance monitoring and evaluation, ensuring that objectives are met. It will also support the operation in securing new funding and partnerships for both urban and camp-based operations. By assuming a portion of these responsibilities, the Programme Associate will enable team members to focus on their core duties, thereby enhancing overall productivity and operational effectiveness. This strategic investment in human resources is essential to ensuring that UNHCR can continue to deliver high-quality services and support to refugees and asylum-seekers across Algeria.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. Additionally, the incumbent may be requested to work on the following areas:
1- The needs assessment and analysis process support the identification and understanding of the needs of persons of concern in the country or region. Using a participatory approach and an Age, Gender, and Diversity (AGD) perspective, this assessment becomes the foundation for planning and addressing those needs.
2- In partnership development and coordination, the focus is on managing a network of partners, promoting coordination practices, and strengthening partner capacities, particularly in program management. Partner selection and due diligence involve ensuring adherence to policies for partner selection and retention while fulfilling project requirements. Partnership agreements are established with technical guidance and monitored regularly to ensure compliance.
3- Monitoring and reporting processes include conducting field visits to assess partnership performance, reviewing financial reports, and developing Monitoring, Feedback, and Targeting (MFT) plans for effective program implementation. Transparency and accountability are ensured by preparing donor-specific reports that detail the utilization of resources, alongside proposal preparation tailored to donor priorities.
4- Quality assurance ensures compliance with operational plans and organizational policies through continuous monitoring of implementation progress and expenditures. There is a focus on aligning results chains, improving data quality, and maintaining audit compliance through risk-based project audits.
5- Technical support is provided in resource allocation and programming, leveraging corporate tools to enhance planning, budgeting, and reporting. The commitment to improving programming processes is underscored by ongoing training and advice.
6- Donor relations and resource mobilization are integral to sustaining program activities and ensuring the long-term success of interventions. Close collaboration with donors is maintained through transparent, timely, and customized reporting, addressing both financial and programmatic contributions. This ensures accountability and strengthens trust. In addition, resource mobilization efforts focus on crafting compelling project proposals that align with donor priorities, leveraging targeted narratives, detailed budgets, and project plans. Regular communication with donors helps to address ad hoc requests and provides flexibility in reporting, while strategic engagement secures additional funding opportunities and fosters long-term partnerships to support program continuity.

The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments.

Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
Follow up on any change in regard to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality.
Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits.
